Some pop-ups are necessary: banking payment windows, corporate login windows, download confirmations. When the browser blocks them along with ads, clicking does nothing — so allow them per site.
How to tell who blocked it
When the browser blocks a window, an icon appears on the right of the address bar; click it to see the list and allow it. With no icon at all, the site script itself probably failed.

- Choose "always allow pop-ups from this site"
- No icon means a page script problem
Allowing per site
In Settings → Site permissions you can set pop-up, download and redirect permissions for one site, which is safer than turning blocking off globally.

When downloads are blocked
If a site triggers several downloads in quick succession, the browser asks permission. Allow it if expected; otherwise check the source and file type first.

Ads came back after I disabled blocking — what now?
Disable only pop-up blocking while keeping ad blocking, or disable it just on the sites that need it, rather than globally.
Is allowing pop-ups risky?
Allowing them on trusted sites is fine; keep blocking on unfamiliar sites so you are not lured into phishing windows.
